Regulations

Preamble

The Prince of Asturias Awards aim to reward the scientific, technical, cultural, social and humanistic work carried out at an international level by individuals, institutions or groups of individuals or institutions and are conferred in eight different categories: Arts, Literature, Social Sciences, Communication and Humanities, Technical and Scientific Research, International Cooperation, Concord and Sports.
Nominees should be outstandingly exemplary and their work or contribution should be of acknowledged international standing in each of the categories that the Awards comprise.

ARTICLE 1 .- Purpose of these Regulations

The purpose of these Regulations is to establish the principles governing nominations and the rules for the constitution and functioning of the eight Juries responsible for granting the Prince of Asturias Awards in its call for 2012.

ARTICLE 2.- Prince of Asturias Award Categories

The awards shall be conferred in the following eight categories in the 2012 edition:

Prince of Asturias Award for the Arts: to the individual, institution or group of individuals or institutions whose work in Cinematography, Theatre, Dance, Music, Photography, Painting, Sculpture, Architecture or any other form of artistic expression constitutes a significant contribution to Mankind’s culture heritage.

- Prince of Asturias Award for Literature: to the individual or group of individuals whose literary work represents a significant contribution to universal literature.

Prince of Asturias Award for Social Sciences: to the individual, institution or group of individuals or institutions whose creative work or research in the fields of History, Law, Linguistics, Education, Political Science, Psychology, Sociology, Ethics, Philosophy, Geography, Economics, Demography or Anthropology, including the disciplines corresponding to each of these fields, constitutes a significant contribution to the benefit of Mankind.

Prince of Asturias Award for Communication and Humanities: to the individual, institution or group of individuals or institutions whose creative work or research in humanistic activities as a whole or in relation to the social communication media, within the framework of the sciences and disciplines that both activities comprise, represents a significant contribution to universal culture.

Prince of Asturias Award for Technical and Scientific Research: to the individual, institution or group of individuals or institutions whose findings, inventions and/or research studies in the fields of Mathematics, Astronomy and Astrophysics, Physics, Chemistry, Life Sciences, Medical Sciences, Earth and Space Sciences or Technological Sciences, including the disciplines corresponding to each of these fields and their associated techniques, represent a significant contribution to the progress and welfare of Mankind.

Prince of Asturias Award for International Cooperation: to the individual, institution, group of individuals or institutions whose work with another or others in areas such as Public Health, Universal Education, Environmental Protection or Social and Economic Development, among others, constitutes a significant contribution at an international level.

Prince of Asturias Award for Concord: to the individual, institution, group of individuals or institutions whose work has significantly contributed to fostering peace, the defence of human rights, freedom, solidarity, the safeguarding of heritage or, in general, the progress of humanity.

Prince of Asturias Award for Sports: to the individual, institution, group of individuals or institutions whose efforts throughout their exemplary career have contributed in an extraordinary manner to perfecting, cultivating, fostering or disseminating sports.

ARTICLE 3.-. Endowment.

1. Each Prince of Asturias Award comprises a diploma, an insignia, a Joan Miró sculpture representing and symbolising the Awards and a cash prize of 50,000 euros.

2. Should the award be shared, this amount shall be divided equally amongst the laureates.

ARTICLE 4.-. Presentation of nominations

1. The following may present nominations for the different Prince of Asturias Award categories:

a. Laureates from previous editions

b. Those personalities and institutions invited to do so by the Foundation

c. Spanish Embassies

d. Diplomatic representations in Spain

e. The members of the eight Juries, provided they do not present nominations for the Award in the category corresponding to the Jury of which they are a member.

f. Other personalities and institutions of renown

2. Nominations should demonstrate that, among other merits, the nominee is an outstanding role model whose work is of unquestionable international standing.

3. Nominations that do not fulfil the formal requirements and deadlines stipulated in items 5 and 6 of Article 5 of these Regulations shall not be accepted.

4. Likewise, the following nominations shall not be accepted for the Prince of Asturias Award:

- Posthumous nominations

- Members of higher state institutions in Spain

- Heads of State and/or Heads of Spanish or foreign Governments

- Those occupying high office in Government, including that of Spain

- Prince of Asturias Foundation Trustees

- Those who have been Prince of Asturias Foundation Trustees within three years immediately prior to the nomination

- Those who have been a member of a Prince of Asturias Award Jury within three years immediately prior to the nomination

- Those who apply for the award on their own behalf

- Those who apply for the Award on behalf of organisations or institutions they represent.

ARTICLE 5 .- Deadlines and means of sending nominations

1. Nominations are to be sent by e-mail to: fpa@fpa.es. They may also be sent by post or handed in at the Foundation’s head office: c/ General Yagüe, 2- 33004, Oviedo- Asturias-Spain.

2. Nominations should be submitted by completing the official form, providing as much detail as possible. If this form is not submitted, a written document shall also be accepted as valid provided it clearly sets out the extraordinary merits and international standing of the nominee in accordance with the provisions of these regulations.

3. Whatever the case, the documents considered appropriate to demonstrate the nominee’s merits, including all relevant data and complementary information, are to be enclosed or attached, as well as any further reasoned support or endorsements. Audio-visual material intended to contribute to that end shall also be accepted.

4. The deadline for submitting nominations is 15th March, 2012.

5. Exceptions to this deadline:

a. Nominations for the Sports and Concord Awards, the deadline for submissions being 19th July, 2012.
b. Nominations put forward by members of the different Juries, in accordance with the stipulations of item 1 of Article 4 of the present Regulations, the deadline for which shall be extended until three days prior to the date set for convening the corresponding jury.

6. In no case whatsoever shall any presented documentation be returned nor shall any correspondence be maintained relative to it.


ARTICLE 6.-. The Juries

1. The Prince of Asturias Awards shall have a Jury named by the Foundation in each of the eight categories.

2. Each jury shall have a chairperson and a secretary.

3. The chairperson shall be elected by the Jury from among its members. The voting secretary shall be appointed by the Foundation.

4. The chairperson organizes and channels the Jury’s deliberations and, where applicable, any votings that may arise. The secretary ensures compliance with these regulations.

5. At the initial meeting, the secretary shall declare the Jury convened. The Jury shall then proceed to elect its chairperson.

6. To participate in the voting that takes place, Jury members must be present at the deliberative meetings from the moment the Jury is convened.

7. Once convened, the meetings of the Jury shall be held over two consecutive days.

8. On the second day set for these meetings, the decision conferring the Award shall be announced by the public reading of the Minutes, which shall normally be done by the chairperson of the corresponding Jury.

ARTICLE 7 .- Deliberations of the Juries

1. The deliberations of the Juries are confidential.

2. During the course of deliberation, the Jury may not group together two or more nominations to form a group nomination. Neither can nominees from different nominations be grouped together to form a new proposal.

3. Voting cannot be delegated.

4. The voting system should be established in such a way as to foster, throughout the entire proceedings, the successive election of nominees preferred by the majority of the jury. In consequence, voting shall always be in favour of a nominee.

5. The award is to be conferred on one single nomination by majority vote of the Jury. In the case of a draw, the chairperson’s vote shall be decisive.


ARTICLE 8.- Prince of Asturias Awards Ceremony

1. The Prince of Asturias Awards ceremony shall be held in Oviedo (Asturias, Spain) in the second fortnight of October.

2. Laureates must be present at the awards ceremony in order to receive the sculpture, the insignia and the cash prize.

3. In the days immediately before and after the date set for the Prince of Asturias Awards ceremony, the Laureates, if so requested by the Foundation, are to participate in cultural activities and other events the Foundation may have planned.

Up
